This thesis analyzes the competency-based foundations, pedagogical potential, and methodological conditions for developing communication culture among pre-service teachers in a digital learning environment. It scientifically examines the interrelationship between professional communication competence, information-sharing culture, communicative ethics, and reflective practice in digital communication processes. The study employs theoretical analysis, comparative study, systematization, and pedagogical modeling. Based on the competency-based approach, the structural components of digital communication culture, pedagogical mechanisms for their development, and assessment criteria are identified and clarified. Furthermore, the didactic potential of electronic correspondence, virtual collaboration, and international communication projects such as Pen Pals in the professional training of pre-service teachers is substantiated. The theoretical findings can contribute to improving methodological practices aimed at developing digital communication competence within pedagogical education.
