Abstract

Ushbu tezis oliy ta’lim muassasalarida innovatsion faoliyatni moliyalashtirishning zamonaviy modellari va ularni tartibga soluvchi huquqiy asoslarni tahlil qiladi. Tadqiqot maqsadi moliyalashtirish manbalari diversifikatsiyasi, risklarni taqsimlash va natijadorlikka yo‘naltirilgan mexanizmlarni asoslashdir. Metodologiya sifatida normativ-huquqiy tahlil, qiyosiy yondashuv va institutsional tahlil qo‘llanadi. Ilmiy yangilik sifatida OTMlar uchun aralash moliyalashtirish modeli va indikatorli shartnoma amaliyoti taklif etiladi.

Данный тезис анализирует современные модели финансирования инновационной деятельности высших учебных заведений и их правовые основы. Цель исследования заключается в обосновании диверсификации источников, распределения рисков и механизмов, ориентированных на результативность. Методология включает нормативно-правовой анализ, сравнительный подход и институциональный анализ. Научная новизна состоит в предложении смешанной модели финансирования для вузов и практики индикаторных договоров для управления результатами

This thesis analyzes modern models for financing innovation activities in higher education institutions and their legal foundations. The study aims to justify source diversification, risk-sharing arrangements, and performance-oriented mechanisms. The methodology combines legal and regulatory analysis, comparative review, and institutional economics. Scientific novelty is presented through a proposed blended financing model for universities and an indicator-based contracting approach to improve accountability and innovation outcomes.
