Abstract

Mazkur maqolada milliy ma’lumotlar markazlarini tashkil etish va rivojlantirish jarayonida qo‘llaniladigan zamonaviy texnologik hamda iqtisodiy yondashuvlar tahlil qilingan. Raqamli iqtisodiyotning jadallashuvi, katta hajmdagi ma’lumotlar oqimining ortishi va davlat hamda xususiy sektor faoliyatida axborot tizimlarining integratsiyalashuvi ma’lumotlar markazlariga bo‘lgan ehtiyojni sezilarli ravishda oshirmoqda. Tadqiqot doirasida ma’lumotlar markazlarini yaratishda server infratuzilmasi, bulutli texnologiyalar, energiya samaradorligi, kiberxavfsizlik va ma’lumotlarni uzluksiz saqlash masalalari ilmiy jihatdan yoritilgan. Shu bilan birga, ma’lumotlar markazlarini moliyalashtirish, investitsiya jalb qilish, operatsion xarajatlarni optimallashtirish va davlat-xususiy sheriklik mexanizmlarining iqtisodiy samaradorligi ko‘rib chiqilgan. Tadqiqot natijasida O‘zbekiston sharoitida milliy data center ekotizimini shakllantirish bo‘yicha ilmiy-nazariy va amaliy tavsiyalar ishlab chiqilgan.

ТЕХНОЛОГИЧЕСКИЕ И ЭКОНОМИЧЕСКИЕ ПОДХОДЫ К СОЗДАНИЮ НАЦИОНАЛЬНЫХ ЦЕНТРОВ ОБРАБОТКИ ДАННЫХ

В данной статье проанализированы современные технологические и экономические подходы к созданию и развитию национальных центров обработки данных. Ускорение цифровой экономики, рост объемов данных и интеграция информационных систем в государственном и частном секторах значительно повышают потребность в центрах обработки данных. В рамках исследования научно освещены вопросы серверной инфраструктуры, облачных технологий, энергоэффективности, кибербезопасности и обеспечения непрерывности хранения данных. Наряду с этим рассмотрены вопросы финансирования, привлечения инвестиций, оптимизации операционных затрат и экономической эффективности механизмов государственно-частного партнерства. По результатам исследования разработаны научно-теоретические и практические рекомендации по формированию национальной экосистемы data center в условиях Узбекистана.

TECHNOLOGICAL AND ECONOMIC APPROACHES TO ESTABLISHING NATIONAL DATA CENTERS

This article analyzes modern technological and economic approaches to the establishment and development of national data centers. The acceleration of the digital economy, increasing large-scale data flows, and the integration of information systems in public and private sectors significantly increase the demand for data centers. The research scientifically examines issues related to server infrastructure, cloud technologies, energy efficiency, cybersecurity, and data continuity in the creation of data centers. In addition, the study considers economic efficiency issues such as financing models, investment attraction, operational cost optimization, and public-private partnership mechanisms. Based on the findings, scientific and practical recommendations are proposed for the formation of a national data center ecosystem in Uzbekistan.
