Abstract

Tezisda O‘zbekistonda raqamlashtirish jarayonlariga bo‘lgan ijtimoiy ehtiyoj va mavjud imkoniyatlar shaxs erkinligining amaliy ro‘yobga chiqishi bilan bog‘liq holda tahlil qilinadi. Raqamli davlat xizmatlari, axborotga kirish, hududiy tenglik va fuqarolarning mustaqil tanlov qilish imkoniyatlari ijtimoiy-falsafiy mezonlar asosida baholanadi. Rasmiy statistik ko‘rsatkichlar hamda normativ-huquqiy hujjatlardan kelib chiqib, texnologik taraqqiyotni inson manfaatlariga yo‘naltirishning ustuvor shartlari asoslanadi.

The thesis analyzes the social need for digitalization in Uzbekistan and the existing opportunities in relation to the practical realization of individual freedom. Digital public services, access to information, regional equality, and citizens’ opportunities to make independent choices are evaluated based on socio-philosophical criteria. Drawing on official statistical indicators and regulatory legal documents, the thesis substantiates the key conditions for directing technological progress toward serving human interests.
