Abstract
Maqolada maktab davomatini boshqarishda elektron monitoring tizimlarini joriy etishning nazariy asoslari, tipologiyasi va istiqbollari tahlil qilinadi. Tadqiqotning asosiy tezisi shundan iboratki, elektron davomat monitoringining texnik muammosi allaqachon hal etilgan boʻlib, hal etilmagan muammo institutsional tabiatga ega: tizimning qiymati oʻlchash aniqligi bilan emas, axborotning harakat qila oladigan shaxsga yetib borish tezligi va uni qoʻllashning ishonch shart-sharoitlari bilan belgilanadi. Ishda tizimlarning toʻrt turli tipologiyasi asoslanib, javob vaqti koʻrsatkichi tizim samaradorligining asosiy oʻlchovi sifatida taklif etiladi, nazorat va ishonch dilemmasi tahlil qilinadi hamda shaxsga doir maʼlumotlar himoyasining huquqiy asoslari koʻrib chiqiladi. Joriy etishning tipik muvaffaqiyatsizlik sabablari tizimlashtirilib, Oʻzbekiston sharoitida bosqichma-bosqich joriy etishning uch bosqichli modeli ishlab chiqiladi.

В статье анализируются теоретические основы, типология и перспективы внедрения систем электронного мониторинга посещаемости в управлении школьной посещаемостью. Основной тезис исследования заключается в том, что техническая проблема электронного мониторинга посещаемости уже решена, тогда как нерешённая проблема носит институциональный характер: ценность системы определяется не точностью измерения, а скоростью передачи информации лицу, способному принять соответствующие меры, и условиями доверия, необходимыми для её использования. В работе обосновывается типология систем, включающая четыре типа, показатель времени реагирования предлагается в качестве основного критерия эффективности системы, анализируется дилемма контроля и доверия, а также рассматриваются правовые основы защиты персональных данных. Систематизированы типичные причины неудачного внедрения систем и разработана трёхэтапная модель их поэтапного внедрения в условиях Узбекистана.

The article analyzes the theoretical foundations, typology, and prospects of implementing electronic attendance monitoring systems in school attendance management. The central thesis of the study is that the technical challenge of electronic attendance monitoring has already been resolved, while the remaining challenge is institutional in nature: the value of a system is determined not by measurement accuracy, but by the speed at which information reaches a person capable of taking action and by the trust conditions necessary for its effective use. The study establishes a four-type typology of attendance monitoring systems, proposes response time as the primary measure of system effectiveness, examines the dilemma between control and trust, and reviews the legal foundations for personal data protection. Typical causes of implementation failure are systematized, and a three-stage model for the gradual implementation of electronic attendance monitoring systems in Uzbekistan is developed.
