This conference is included in the “Plan of Scientific and Scientific-Technical Events to Be Held at the International and Republican Levels in 2026” pursuant to Order No. 11 of the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan dated January 16, 2026, and was organized by the Department of Intellectual Disciplines and Information Technologies of Namangan State Pedagogical Institute on October 28–29, 2026.

Abstract

Maqolada yashil va barqaror investitsiyalar yashil iqtisodiyotga o'tishning asosiy moliyaviy dvigateli sifatida tahlil qilinadi. ESG (ekologik, ijtimoiy va boshqaruv) mezonlari, iqlim moliyasi va mas'uliyatli investitsiyalash tushunchalarining nazariy mazmuni ochib beriladi, ularning o'zaro bog'liqligi ko'rsatiladi. Global yashil moliya bozoridagi asosiy tendensiyalar, O'zbekistonning yashil iqtisodiyotga o'tish strategiyasi, suveren yashil obligatsiyalar chiqarish tajribasi va qayta tiklanuvchi energetikaga investitsiyalar jalb etish amaliyoti tahlil qilinadi. Greenwashing, ma'lumotlar sifati va standartlarning parchalanganligi kabi muammolar aniqlanib, milliy yashil moliya ekotizimini rivojlantirish bo'yicha takliflar ishlab chiqiladi.

В статье зелёные и устойчивые инвестиции рассматриваются как ключевой финансовый механизм перехода к зелёной экономике. Раскрывается содержание понятий ESG, климатического финансирования и ответственного инвестирования, показана их взаимосвязь. Анализируются глобальные тенденции рынка зелёных финансов, опыт Узбекистана по выпуску суверенных зелёных облигаций и привлечению инвестиций в возобновляемую энергетику. Выявлены проблемы гринвошинга, качества данных и фрагментации стандартов, предложены меры по развитию национальной экосистемы зелёного финансирования.

The article examines green and sustainable investment as the core financial driver of the transition to a green economy. It clarifies the concepts of ESG, climate finance and responsible investment and shows how they interrelate. Global green finance market trends are reviewed alongside Uzbekistan's experience in issuing sovereign green bonds and attracting investment in renewable energy. Key challenges, including greenwashing, data quality and fragmented standards, are identified, and recommendations for developing a national green finance ecosystem are proposed.
