Abstract

Maqolada mamlakatimizda davlat boshqaruvi tizimini modernizatsiya qilish va davlat fuqarolik xizmatini yangi yondashuvlar asosida tashkil etish jarayoni tahlil qilinadi. Fuqarolik xizmatida malakali va professional kadrlar korpusini shakllantirish, rahbar kadrlar zaxirasini yaratish, xodimlarning kasbiy bilim va ko‘nikmalarini uzluksiz rivojlantirish, shuningdek, davlat xizmatiga aholining ishonchini oshirishga qaratilgan strategik yo‘nalishlar yoritilgan. Farmon doirasidagi institutsional va huquqiy mexanizmlar davlat boshqaruvi samaradorligini oshirish va xizmat sifatini yaxshilashga xizmat qiladi.

В статье анализируется процесс модернизации системы государственного управления и организации государственной гражданской службы в нашей стране на основе новых подходов. Выделены стратегические направления, направленные на формирование квалифицированного и профессионального кадрового корпуса в гражданской службе, создание резерва управленческого персонала, непрерывное развитие профессиональных знаний и навыков сотрудников, а также повышение доверия населения к гражданской службе. Институционально-правовые механизмы в рамках указа служат повышению эффективности государственного управления и улучшению качества услуг.

The article analyzes the process of modernization of the public administration system and organization of the state civil service in our country based on new approaches. Strategic directions are highlighted, aimed at forming a qualified and professional personnel corps in the civil service, creating a reserve of managerial personnel, continuously developing professional knowledge and skills of employees, as well as increasing public confidence in the civil service. Institutional and legal mechanisms within the framework of the decree serve to increase the efficiency of public administration and improve the quality of service.
